557fb3326a mypy_primer: Run on Python 3.11 (#9336) 
`mypy_primer` now runs on Python 3.11 in CI, meaning we get `mypy_primer` coverage for PRs fiddling with `ExceptionGroup`s or other new features added in Python 3.11

fc69819a89 Don't run mypy_primer on stubsabot PRs (#9332) 
We can be fairly confident that PRs updating only a `METADATA.toml` file will never produce an interesting `mypy_primer` diff.
