431c4f7fc1 Improve a few types in xml.dom.minidom. (#5923) 
* Changes the return type of getDOMImplementation from implicit Any to
  DOMImplementation | None.
* DOMImplementation.createDocument() and createDocumentType() allow None for all arguments.

f0bf6eebbd AnyStr cleanup (#5487) 
* Replace all uses of StrPath, BytesPath, and AnyPath in Python 2 stubs.
* Add StrOrBytesPath as preferred alias for AnyPath.
* Replace all remaining AnyPath instances with StrOrBytesPath.
* Mark AnyPath as obsolete.

2682c1d00a Let xml.dom.minidom.parse() accept files. (#5005) 
The documentation says, "The parse() function can take either a filename
or an open file object."
(https://docs.python.org/3.8/library/xml.dom.minidom.html). The function
was annotated as only accepting a str, so I added IO[Any].
