Alex Waygood 5e7090ce4b Skip all parts of the daily test on forks of typeshed (#10782) 
We skip 2/3 jobs in the daily test when running on forks:

Alex Waygood a094aa09c2 Minor improvements to stubtest_third_party.py (#10605) 
(1) Give a nicer error message if you try to run stubtest on non-existent stubs.
(2) Print the Python version to the terminal if there's an error, as well as the output of pip freeze.

Alex Waygood b6a422112b Pin typing_extensions to 4.6.3 (#10385) 
Our CI is very red on `main` at the moment, due to the release of typing_extensions 4.6.3 (see #10383). #10344 is the fix for this, but that PR breaks pytype. For now, let's just pin to 4.6.3 to get CI green again.
